Most roads on the Brooklands Estate in Jaywick Sands, close to the Essex resort of Clacton-on-Sea are unadopted, without street lighting and in serious disrepair. The estate's small wooden houses - many little bigger than beach huts - were originally built as holiday homes. Brooklands is the most deprived ward in the UK, according to the latest Indices of Multiple Deprivation.
